Ladies and Gentlemen, Distinguished Guests, Dear Colleagues and Partners,
Good morning.
I am very pleased to join you today as we commemorate World Humanitarian Day. This day serves as a powerful reminder of the sacrifices made by humanitarian workers around the world and the urgent need to protect civilians caught in the midst of conflict.
World Humanitarian Day, as many of you know, was designated by the UN General Assembly to mark the tragic bombing of the UN headquarters in Baghdad in 2003. We remember those we lost that day, and we honor the countless others who have perished in the line of duty since. But more than a day of remembrance, this is also a day of action and reflection—a call to all of us to stand firm in our commitment to humanitarian principles and the protection of those who serve on the front lines of crises.
Having served in conflict areas across the Arab region and Africa, I have witnessed firsthand the devastating impact of crises on vulnerable communities. I have also seen the resilience of people in the face of adversity, and the tireless dedication of humanitarian workers who risk their lives to provide aid. These experiences have deepened my commitment to the humanitarian cause and reinforced the importance of our collective efforts to alleviate suffering.
In 2023, despite the extreme risks, the UN reached 128 million people in 36 countries[1]. However, we faced a grim reality—the deadliest year on record for humanitarian workers, with over 280[2] aid workers losing their lives in violent attacks, a figure that has more than doubled from the previous year. This year, 2024, is proving to be just as perilous, particularly in Gaza, which has tragically become one of the most dangerous places for those providing humanitarian aid. With continued hostilities, humanitarian staff and civilians alike are paying an unbearable price.
Amid these dangers, we remain steadfast. The United Nations is determined to reach 188 million people in 72 countries this year, demonstrating both the scale of the challenges and our commitment to persevere.
This alarming trend is a stark indication that the world is failing to safeguard those who dedicate their lives to serving others, and by extension, the world is failing the millions of people who depend on humanitarian aid. This must change.
On this World Humanitarian Day, we strongly call for an end to the violations of international humanitarian law that continue to wreak havoc on civilians and humanitarian workers alike. These violations undermine the very essence of humanity. It is imperative that humanitarian law is respected by all, and that those in power take decisive steps to end impunity. The normalization of attacks on humanitarians, civilians, and civil infrastructure like schools and health centers cannot be tolerated.
For over 75 years, international law has sought to protect civilians and aid workers in conflict zones. Yet, these laws are being broken with impunity, and the world is watching as violence continues unchecked.
The UN Secretary-General, Antonio Guterres, has repeatedly called for confronting this reality, not just with words but with action. Public pressure, global outrage, and the collective voices of citizens can push leaders to #ActForHumanity and restore the integrity of international norms.
The United Nations is proud to work hand in hand with the UAE through Dubai Humanitarian to contribute to humanitarian action across the globe. The UAE’s significant contributions are evident from its vital support in Syria to its critical interventions in Gaza. Dubai Humanitarian continues to play an essential role in responding to crises wherever they arise, whether in conflict zones or regions impacted by natural disasters. The UAE’s spirit of generosity and commitment to humanitarian principles lies at the heart of what World Humanitarian Day stands for—solidarity, compassion, and action.
As the UN Resident Coordinator, I would like to extend my gratitude to Dubai Humanitarian, who in collaboration with UN OCHA and the Islamic Affairs and Charitable Activities Department, have convened this important event. Your efforts in bringing us together today are invaluable in advancing our shared mission of alleviating suffering and protecting the most vulnerable.
On this World Humanitarian Day, let us call for an end to the violence, an end to impunity, and a future where every civilian and every humanitarian worker is safe and protected. It is up to us to ensure that the world is one where humanity, compassion, and dignity prevail.
